Doctor of Agriculture, Associate Member of the National Academy of Science of the Republic of Kazakhstan
He started his professional career at Maktaaral Agricultural Experimental Station for Cotton Growing at the All-Union Research Institute of Cotton Growing (Soyuz NIKHI) in the South Kazakhstan Region from August, 1972, where he worked as the Senior Laboratory Assistant, Research Scientist and Head of the Mass Analysis Laboratory until April, 1979. In April 1979, he became the Chief Agronomist of Zhetisay District Agricultural Administration.
From 1982, he held a number of senior management positions – the Head of Agriculture Department of Zhetisay District Committee of the Communist Party of Kazakhstan and Director of the state farm named after Lenin. From 1987, he was appointed at the position of the Chairman of Keles District Agroindustrial Organization, the Deputy Chairman of Shymkent Regional Agro-Iindustrial Committee of the State Agriculture Committee of the Republic of Kazakhstan. He worked as the Chair of Bugunsk District Executive Committee, First Deputy Chairman of Shymkent Regional Agro-Industrial Committee of the State Agriculture Committee of the Republic of Kazakhstan from 1989.
In 1991, he was appointed as the Deputy Chairman of Executive Committee of Shymkent Regional Council of the Republic of Kazakhstan. From 1992 to 1997, he worked as the Head of Zhetisay District Administration and Akim of Zhetisay District.
In 1997, he worked as the Chief of Consolidated Maktaaral District Water Systems Administration and Akim of Maktaaral District (from 1997 to 1999).
From 1999 to 2002, he worked as the Director of Maktaaral Agricultural Experimental Station of the Ministry of Education and Science of the Republic of Kazakhstan. In 2002, he was appointed as the Director of Maktaaral Agricultural Experimental Station of the Ministry of Agriculture of the Republic of Kazakhstan. From February 2006, he worked as the Head of Research Institute of Cotton Growing. Since January 2008, he was appointed as the Director General of Kazakh Research Institute of Cotton Growing of ‘KazAgroInnovatsia’ JCS, the Ministry of Agriculture of the Republic of Kazakhstan.
Since January 5, 2016, he serves in the capacity of the Director General of the Kazakh Research Institute of Cotton Growing of ‘National Agricultural Research and Education Center’ NJSC of the Ministry of Agriculture of the Republic of Kazakhstan.
He was awarded PhD for a thesis on ‘Scientific Basis of the Graded Technology for Cotton Cultivation on the Reclaimed Soils in the Southern Kazakhstan’ at the Kazakh National Agrarian University, Almaty (06.01.01 – Geoponics).
He is a member of the Academy of Agricultural Sciences of the Republic of Kazakhstan (2009), Associate Member of the National Academy of Science of the Republic of Kazakhstan (2013).
His scientific work is closely connected with Maktaaral Agricultural Experimental Station and Kazakh Research Institute of Cotton Growing that was established at the facilities of this experimental station.
I. Umbetaev, who has the great administrative abilities, skillfully connects the research scientific work and duties of the Director General. He approves himself as the competent and highly skilled professional and production organizer as well.
Umbetaev Ibadulla is a scientific adviser of the Republic Basic and Applied Research Program in the field of cotton, green crops, vine crops and permanent crops growing.
The reforms of cotton growing in the Republic came upon the disorganized production structure since the very first days of its independence because the one crop system of cotton growing was prosperous up to 1992, which negatively affected the crop yield, soil fertility and production quality, as well as led to the spread of diseases from the blasts of cotton and other plants.
He had to deal with the number of complex and demanding challenges because there was no domestic variety of cotton in Kazakhstan at that time. The recognized variety of cotton of Soviet and Uzbek breeding did not provide the desired result, thus we depended on the neighbouring republics. At that time, the seed farms producing the selected and subsequent reproductions did not work and varieties were mixed, resulting in the reduction of cotton yields and cotton fiber quality. Then (starting from 2000) the number of new home-produced, fast-growing, competitive cotton varieties of Maktaaral series, which were disease- and drought-resistant, was bred under his guidance. These varieties began to gradually penetrate the production and we become independent of the neighbouring republics. (Inventor’s Certificates and patents are available). At the present time, the new home-produced and competitive cotton varieties occupy 89% of the total cotton planting acreage in the South Kazakhstan Region. The cotton yield of the South Kazakhstan Region was 15 hundred kilograms per hectare in 1998. After implementation of new home-produced competitive varieties and innovative technologies, the cotton yield increased up to 25.6 hundred kilograms per hectare in 2015. That was a very great success relating to the implementation of scientific achievements into production.
The foreign countries expressed a strong interest in the new home-produced and competitive cotton varieties. The United States of America, Montana (2010), PRC (2013, 2014), Brazil (2008) and Tajikistan (2012) applied for permit for the seeds.
He was first in the republic to develop: new system of cotton cultivation in the southern Kazakhstan; scheme of cotton seed growing improvement; new scheme of production of elite and original seeds of new home-produced and competitive cotton variety of Maktaaral series. These schemes are applied by elite seed farms of the Republic now.
He was first to develop and implement the Innovative System of Cotton Cultivation in the Southern Kazakhstan in new market environment in the South Kazakhstan Region. He improved the efficient crop rotation schemes for farms and other agrarian organizations with due regard to the land plot area, and developed economic efficiency concerning the farm amalgamation.
He is the holder of A.I. Baraev State Premium of the Ministry of Agriculture of the Republic of Kazakhstan as well as gold medal for the best scientific research and work in agrarian science (Astana, 2008).
He is the winner of VI Republic Competition of Invention Achievements ‘Shapagat-2009’ (Office for Intellectual Property, Ministry of Justice of the Republic of Kazakhstan) and holder of winner’s certificate of All-Republic Contest of Innovators nominated in ‘For Contribution to the Innovative Development of Kazakhstan’ on ‘Method of Production of Mineral Fertilizers of Prolonged Effect’.
Working together with the scientists of the Republic National Enterprise ‘M. Auesov South Kazakhstan National University’ of the Ministry of Education and Science of the Republic of Kazakhstan, he was first to develop ‘Method of Production of Mineral Fertilizers of Prolonged Effect’. New invention is confirmed by the Innovative Patent of the Republic of Kazakhstan No.20523 dd September 15, 2008.
Implementing the state policy and priorities of the National Program for Forced Industrial-Innovative Development 2010-2014 approved by the Decree of the President of the Republic of Kazakhstan dd. March 19, 2010, No. 958, as well as participating in ‘All-Republic Competition of Technical Innovations’ with the innovative solution ‘Methods of Irrigated Lands Tillage in Autumn’, he became a winner of the Innovative Solutions Competition ‘Ratsionalizator.kz’ in 2012 organized by the Ministry of Industry and New Technology of the Republic of Kazakhstan together with the ‘National Agency for Technological Development’ JSC, and was awarded the Special Diploma for the 1st place in the Republic Competition of Technical Innovations ‘Ratsionalizator.kz’ (2012).
Under the decision of Socratic Committee of the European Business Assembly, he received the honorable international title in Scientific Research Activity ‘The Name in Science; with the introduction of his name to the official register of prominent scientists according to the European Business Assembly (Е.В.А., Oxford, Great Britain, No.2941 of 03.10.2012).
Modern laboratories for experimental and scientific research are being established at the Institute and close partnership with the leading scientific and study centers of Kazakhstan and foreign countries has been built under his guidance.
In accordance with the international requirements, Kazakh Research Institute of Cotton Growing has been operated under the Quality Management System ISO-9001-2000 from 2010.
He is the author of 442 research papers, 5 monographs, 95 books, methodological guidelines and recommendations. 344 articles on cotton growing are published in the media, 72 of them – in the national papers. He is the author of more than 50 research works.
He developed ‘Instruction on the Production of Elite Seeds and Reproduction of New Home-produced Competitive Varieties of Cotton’ as well as new scheme for production of elite and original seeds of new home-produced competitive variety of Maktaaral series. At the present time these schemes are applied by the elite seed farms.
He has 45 Inventor’s Certificates and 46 patents.
I. Umbetaev is an active member of the industrial and innovative development institutions at international and republic scale. Moreover, he supervises the departments dealing with the cotton growing.
He is the election agent and chairman of the public headquarter of Maktaaral District in the South Kazakhstan Region of the presidential candidate of the Republic of Kazakhstan N. A. Nazarbaev in a snap election of the President of the Republic of Kazakhstan as of April 3, 2011 and April 26, 2015.
Umbetaev I. enjoys well-deserved recognition with the personnel of district and region administration, overhead organizations such as ‘National Agricultural Research and Education Center’ NJSC, Ministry of Agriculture of the Republic of Kazakhstan, as well as the farmers and agricultural workers in the South Kazakhstan Region.

Educational Background: In 1972, he graduated from the Kazakh State Agricultural College in Agricultural Science Degree. In 1978, he completed the post-graduate course at SoyuzNIKHI and completed the courses at the Academy of Public Administration under the President of the Republic of Kazakhstan in 1999.
